Finland Broadens Investigation into Government Data Breach
The breach affected Valtori, a state-owned ICT services provider, in late January. Authorities initially classified the case as an aggravated data breach, but later added espionage to the investigation following further technical analysis.
Investigators believe that data from more than 50,000 government mobile devices may have been compromised, including information connected to ministries, prosecutors, and other state institutions.
Valtori confirmed earlier in February that exposed information included names, work email addresses, phone numbers, and technical details about mobile devices, as well as location data at a country level. The agency said there was no evidence that emails, photos, or device content had been accessed, though it warned the breach still posed serious security risks.
Police said the expanded findings provided a clearer understanding of the scope of the stolen data, leading to the inclusion of suspected espionage in the case.
Authorities said the aim of the investigation is to determine how the incident occurred and identify those responsible, according to investigators.
